How Community Catalysts Creates Housing Opportunities Without Government Subsidies

Livingston County, Michigan is a beautiful place to live, but for many of our residents, finding housing that fits their budget is a constant struggle. Market rate rents for a one-bedroom apartment hover around $1,000, while a two-bedroom can cost $1,400 to $1,500.


Almost half of the county’s households spend more than 30% of their income on housing, and one in five is severely burdened, devoting more than half their earnings to rent. Many of these residents earn less than $49,000 a year, placing them perilously close to homelessness with just one financial setback.


Livingston County's median income is high, which drives the development of expensive housing, leaving gaps for everyday people earning moderate incomes or living on fixed income like Social Security. Seniors are a growing segment of the population, too. By 2030, the number of residents over 60 is expected to increase dramatically, and those aged 75–84 will nearly triple. These trends create urgency for housing that's both attainable and supportive of long-term stability.


Government funding is traditionally the primary mechanism for creating affordable housing. But, programs like Low Income Housing Tax Credits (LIHTC) are highly competitive and difficult to secure. Rural communities face additional hurdles because many assessments reward walkable locations with easy access to services...something that just doesn't exist in the farmland of the Midwest. Without these subsidies, many housing projects stall, leaving vulnerable residents without any options.


Community Catalysts approaches the housing crisis differently. As a small nonprofit, we leverage creativity, community collaboration, and a focus on impact. Each project we spearhead begins with a careful assessment of the people it will serve and the outcomes we aim to achieve. Zoning flexibility allows projects to move forward even when standard regulations might create barriers. On top of that, donations of land, materials, volunteer labor, and financial support from churches, local businesses, and individuals make our projects possible.


Our flagship housing project, Bethel Suites, demonstrates the power of these approaches. By designing transitional housing for people earning less than 60% of the area median income, we create housing for residents who might otherwise struggle to afford a safe, stable place to live. Beyond the physical units, our commitment includes monitoring the wellbeing of our residents, and better understanding how stable housing contributes to employment, health, and family stability. This guarantees our work has a lasting impact on the people and community we serve instead of acting as a short-term fix.


Finally, community involvement is crucial to achieving these goals. Local businesses, groups, churches, and individual donors supply the resources and energy needed to make our projects a reality. It's not an exaggeration to say that every contribution, whether it’s materials, time, or financial support, translates directly into homes and stability for Livingston County residents.


So, what's the bottom line?


Creating housing without government subsidies is challenging, but it IS possible. Community Catalysts aims to demonstrate that careful planning, strong local partnerships, and a focus on outcome instead of ideation can overcome obstacles that hold back traditional development projects. Each new housing project represents more than shelter...they're a step toward equity, security, and opportunity for Livingston County residents who need it most.
